Procedure for reviewing papers

Reviewing of article manuscripts (hereinafter referred to as Articles), published in the journal “Bulletin of South Ural State University. Series “Construction and Architecture” should be done in accordance with the following rules:

 A. Document flow in the course of reviewing

 1. Articles, submitted by authors for publication in the “Bulletin of South Ural State University”, arranged in accordance with the requirements are accepted for reviewing. The departure from general requirements is allowed when articles are written at request of the editorial office.

2. The article is submitted to a specialist of the relevant field (hereinafter referred to as Reviewer), who has an academic degree of Doctor of Science. The reviewer is an acknowledged expert in this field, who within 3 last years has publications on the topic of a reviewed article. A member of the editorial board, as well as the author of the paper, cannot act as a reviewer.

3. The duration of reviewing is 2-3 weeks from the date of receipt.

4. The authors of the article receive a copy of a review; however, the identity of a reviewer is concealed from them. The copy of a review is sent to a contact author by post or email.

5. If a reviewer makes a conclusion about the possibility of publishing an article after improvement, the article is sent to the author for revision. After submitting the revised article to the editorial board it’s sent again to the reviewer, who let the editorial board know (over the phone or by email) about the possibility of its publication. If authors ignore the recommendations about revision, the article is not published. The authors can motivate their refusal to improve the article in writing. In this case an explanatory letter from the authors is given to the reviewer, who can agree or disagree with the authors. In case of disagreement the article is not published and the authors are informed by an official letter, where the impossibility (unsuitability) of publishing the article in the present form is stated.

 B. Form and contents of a review

 1. A review consists of more than one page of A4 format printed in 14 type, single line spacing, all page margins – 2 cm.

2. A review has a title: Article review … authors of the article… “Name of the article”.

3. A reviewer briefly mentions in his text:

- what topic the article is dedicated to

- degree of relevance of tasks to be solved, set objectives

- degree of characterization of problem solving techniques, described in the article

- main advantages and disadvantages of the article

- degree of scientific novelty and practical importance

- style and correctness of presented materials

- structure of the article

- spelling and syntax mistakes

4. A reviewer makes a conclusion about:

- possibility (suitability) of publishing an article in the journal

- possibility of publishing an article after revision, correction of mistakes

- impossibility (unsuitability) of publishing an article

5. A signature, a printed full name of a reviewer and information about his academic degree, a rank and a job position follow the text of a review.

 

C. Financial relations of the editorial board and a reviewer

 

1. In case of a transfer of an article and a review by post the transfer cost is paid by the editorial board by postal or bank transfer from the funds, received from subscribers on the personal account of SUSU (NRU) or at the expenses of extra-budgetary funds of the Faculty of Architecture and Construction.

2. Payment for reviewer’s work, subject to individual agreement with every reviewer, is made by the editorial board by postal or bank transfer from the funds, received from subscribers on the personal account of SUSU (NRU) or at the expenses of extra-budgetary funds of the Faculty of Architecture and Construction. Payment for reviewer’s work is not an essential prerequisite for reviewing. Reviewers can review articles for free.
