FORMATION OF PROSPECTIVE SEGMENTS OF THE ECONOMY OF OPEN MONOSPECIALIZED REGIONS

Abstract


One of the priority directions of Russia's spatial development is to increase the competitiveness of regions and develop industries with promising economic specializations. Monospecialization of regions and concentration of innovations in the core industry contribute to positive external spillover effects in the form of inter-industry and intra-industry shifts, which induces the formation of new centers of industry growth. The article presents the analytics of the medium-term changes in the sectoral structure of the economy of open regions with monospecialization in metallurgical products manufacturing of lower degrees of technological conversion (the Chelyabinsk, Lipetsk, Vologda regions, and the Krasnoyarsk Territory); presents the assessment of the correlation of the relations and changes in the scale of the sectors, and different development options are distinguished. Criteria for classifying changes in the tradable sector of the economy of the Russian Federation entities based on differences in the directions and potential complementarity of intersectoral changes are proposed; the entities of the Russian Federation are divided into types: those that have preserved the existing structure of the economy, and regions with emerging new centers of industry growth in the tradable sector (in the format of "bispecialization" of region). Promising centers of industry growth have been identified, which makes it possible to update regional development strategies and develop mechanisms to support unique fields of "smart" development.
