Focus and Scope

The journal "Bulletin of the South Ural State University. Chemistry series" publishes peer-reviewed papers on scientific research in various branches of chemical science: inorganic chemistry, organic chemistry, analytical chemistry, physical chemistry and solid-state chemistry. The papers in related branches are welcome. The editorial board keeps the high quality of publications, strictly adhering to the policy of independent third-party expert opinion, expressed by specialists in the corresponding branches, whose qualification is confirmed by generally recognized scientometrical indicators.

The main aim of the journal is the promotion of actual scientific research and assistance in formation of the most advanced directions.

Peer Review Process

Reviewing procedure for manuscripts

         Reviewing of paper manuscripts (papers), sent by authors for publication in the journal "Bulletin of the South Ural State University. Chemistry series" is carried out in accordance with the following rules.

The publication referees all materials sent to the editorial board and matching the topic in order to give expert opinion on them. All readers are acknowledged experts in the topic of the reviewed materials and have a number of works on this topic published for the last three years. Reviews are kept in the publishing house and in the editorial office for 5 years.

The editorial board sends copies of reviews or reasonable refusal to the authors of submitted materials, and undertakes to send copies of reviews to Ministry of Education and Science of the Russian Federation upon the request.

 

         A. Circulation of documents

         1. Only the papers drawn according to the instruction for the authors intending publication in the "Bulletin of the South Ural State University. Chemistry series" are submitted to peer review. Departures from the general rules are permitted in the cases of the papers prepared at the request of the editorial board.

         2. The paper is sent by post for peer review to a specialist in a relevant branch of science (the reviewer), with the Doctor of Science degree. Neither a member of the editorial board nor an author may be a reviewer. The reviewer is notified of the paper sent for review by phone or e-mail.

         3.  The reviewer should finish the review within 1 month from the date of receiving the paper. Then the review is sent to the editorial board by post. As a rule, the circulation of documents between the editorial board and the reviewer takes not longer than 2 months from the date of sending the paper to the reviewer.

         4. The contact author gets the copy of the review, the reviewer's signature is cut out (the reviewer's identity is concealed from the authors). The copy of the review is sent to the contact author either by post or by e-mail.

         5. If the peer review is positive as to publishability of the paper but contains remarks or suggestions, the paper is returned to the authors for revision. After being returned to the editors, it is again sent to the reviewer who notifies the editorial board about publishability. If the authors ignore the reviewer's suggestions of changes in the manuscript, the paper is not published. The authors may give reasons for their refusal to follow the reviewer's recommendations, in writing. In this case the explanatory letter of the authors is sent to the reviewer, who either agrees or disagrees with the authors. In the case of the reviewer's disagreement the paper is not published, the authors are notified by an official letter formulating the impossibility (inadvisability) of the paper being published in its present form.

         B. The form and content of the review

         1. The review is titled: "Review of the paper… the authors… "the paper title".

         2. In the text the reviewer outlines:

         - what the paper is about;

         - importance of the problems solved and the aims in hand;

         - disclosure of the methods for solution of problems described in the paper;

         - principal merits and demerits of the paper;

         - scientific novelty and practical significance;

         - style and correctness of writing;

         - structuring of the paper;

         - orthographic and syntactic mistakes.

         3. The reviewer draws a conclusion

         - about possibility (advisability) of the paper being published in the journal;

         - about possibility of publication after revision of the paper and correction of mistakes;

         - about impossibility (inadvisability) of the paper being published.

         4. The review is signed by the name of the reviewer whose academic degree should be stated (the academic rank and position are optional).

C. Reviewer Requirements

Reviewers should have a doctor's degree in chemistry; they can be professors of leading institutes of higher education inRussiaor foreign countries, or of research institutes belonging to theRussianAcademyof Science; they should be experts in the subject matter of a publication, with published works in the research area of the reviewed paper. Foreign reviewers can have PhD degree in chemistry.

The periodical is included in Research Reports and Data Base of All-Russian Institute of Scientific and Engineering Information (VINITI)

Information about the papers is annually placed in the international reference systems for periodicals, as well as series «Ulricht's Periodicals Directory»

Information about published papers is regularly reported to the Russian Science Citation Index (RSCI) in the prescribed form.

Publication ethics of a journal

Publication policy of the journal is based on traditional ethical principles of the Russian scientific periodicals and is built in terms of ethical norms of editors and publishers work stated in Code of Conduct and Best Practice Guidelines for Journal Editors and Code of Conduct for Journal Publishers, developed by the Committee on Publication Ethics (COPE). In the course of publishing editorial board of the journal is led by international rules for copyright protection, statutory regulations of the Russian Federation as well as international standards of publishing. The editorial board recommends the authors to follow the rules and examples of the documents when submitting articles.

  1. The article should be in printed or electronic version in Russian or English languages. The electronic version should be identical to the printed one. The printed version should have the signatures of all the authors.
  2. The article submitted to the periodical should present a complete scientific research and include new scientific results.
  3. It is forbidden to publish the articles previously published or sent for publication to other periodicals. The author is responsible for the content of the article. The editorial board is entitled to withdraw a published article if there is an evidence of the fact that within publication the rights and general accepted rules of scientific ethics are infringed. The editorial board must inform the author of withdrawal.
  4. Printed version is followed by:
    — the act of expert examination about the possibility of publication in public media;
    — non-exclusive license agreement of granting the right to use the article;
    — agreement for processing of personal data.
    The license agreement is to be compiled in 2 copies for the co-authors. The agreement for processing of personal data is to be in one copy. Signing the license agreement the author guarantees the fact that the article is the original version written by the author. He also ensures the granted rights do not infringe the rights of other people or companies.
  5. Chief Editor conducts the policy of prevention and control of publishing conflicts.
  6. The printed version is to be followed by the information about the author who wrote the article and cooperates with the editorial board in the process of submission the article for publishing, contact telephone and e-mail for feedback.
  7. The editorial board is not responsible for artistic, literary or any other types of correction of the articles.
  8. The decision on acceptance of the article for publication is made by the editorial board on the basis of the expert review of the same or related field of study. Final date of acceptance of the article for publication is the date of acceptance of the article with necessary corrections in accordance with the comments of a reviewer. If the authors ignore the comments of the reviewer to make necessary error corrections of the article, the article will not be published. The authors can give reasons for refusal to follow recommendations of the reviewer in the written form. In case of disagreement of the reviewer with the authors the article is not published, the authors are notified about it by the official letter with grounds for refusal to publish the article in the present form. Publication ethics provides fair and objective reviewing process free of business interest and market needs.
  9. The editorial board has the right not to accept articles that are submitted with deviations from the rules.
  10. Articles which are not accepted for publication as well as accompanying documents are returned.
  11. Submission of an article to the editor of the periodical "Bulletin of the SUSU" signifies the agreement of the authors to accept the rules and place full a version of the article to the Internet on the Internet on the official web-site of Scientific on-line library eLIBRARY.RU, and in the section of South Ural State University «Bulletin of the SUSU» for free access as well as to use personal data in public media.
