In this case the return of the manuscript to the authors for revision does not mean that the paper is accepted for publication.
Each manuscript undergoes examination, the result of which is a peer review by an expert. A reviewer is chosen by the editorial board. According to the peer review conclusion the paper is either published (if no remarks or suggestions are put forward in the peer review) or returned to the author for revision, in this case the manuscript is examined again. Editing and other correction of approved manuscripts is not carried out. If two peer reviews are negative, the editorial board rejects the manuscript.
If the authors have no time to correct the manuscript or present the version approved by the reviewer by the deadline of the current issue, then the publication is postponed until the next issue of the bulletin.
No payment is taken for the publication.

Guidelines for writing an abstract
The abstract reflects the scientific content of the paper; it includes the information about the problem solved, methods of solution, results and conclusions. The abstract should not contain figures, tables, formulas, references, and not make mention of funding sources. Only syntactical patterns proper for scientific and technical language should be used in the abstract text, too complicated grammatical structures should be avoided.
When the abstract is translated into English, it is necessary to use terms that are common to specialized foreign texts, direct transliteration of Russian terms cannot be tolerated. It is necessary to observe the uniformity of terminology within the abstract text.
