Focus and Scope
THE CONCEPT OF THE JOURNAL
The main task of the journal is to highlight new scientific achievements and practical developments on topical problems of computer technologies, control and radio electronics and to improve the scientific and practical skills of researchers.
The scientific concept involves the publication of modern achievements in such areas as:
• Computer science and computer technology;
• Automated process control systems;
• Aircraft control systems;
• Information and measuring equipment;
• Radio engineering complexes;
• Antenna equipment;
• Infocommunication technologies;
• Automated enterprise management systems in industry.
The journal accepts for publication original articles, results of experimental research.
The journal also publishes review and analytical articles of both domestic and foreign scientists, reflecting the main trends in these areas. In addition, historical articles on scientists who have made a significant contribution to science related to significant dates, and articles on the development of scientific collectives may be published.
The editorial board believes that the journal will be useful for scientists engaged in both basic research and practical development.
Materials are accepted from:
• Postgraduate students, applicants, doctoral students;
• Specialists and experts in the field;
• Researchers;
• Engineers and technicians of enterprises.
Students can be only co-author of articles with their scientific leaders.
The editorial board of the journal has great respect for the authors 'points of view.
If the views of the authors and members of the Editorial Board do not coincide on certain issues, this may be the subject of discussion on the pages of the journal, which in turn will contribute to development of existing and the formation of new knowledge, both in theoretical and practical fields.
By the decision of Presidium of the Highest certifying commission of the Ministry of Education and Science of the Russian Federation the journal is included in "The list of the reviewed scientific publications in which the main scientific results for a degree of the candidate of science, for a degree of the doctor of science have to be published " on the following scientific specialties and corresponding branches of science:

ARTICLES
In the main section, full articles (over 10 pages, but no more than 25 pages) are published on the subject topics, which are theoretical provisions of the research, results of the research carried out and their analysis. Articles may be of an overview nature.
SHORT MESSAGES
Articles of less length (up to 10 pages) are published in the section "Short messages." The subject matter of the articles in this section should correspond to the specified headings (see HEADING).
Articles of greater volume may be accepted for publishing on an exceptional basis by a decision of the editorial board.

Peer Review Process
REVIEW PROCESS
Review of manuscripts of articles (hereinafter - articles), sent by authors for publication in the journal Bulletin of the South Ural State University, series "Computer Technologies, Control, Radioelectronics", is carried out in accordance with the following rules.
I. Document flow in the course of reviewing.
Review of manuscripts is organized by the editorial board.
1. The articles received by the Editorial Board are submitted for review in accordance with the requirements of the journal. Deviations from the general requirements are allowed only in the case of articles prepared on behalf of the editorial office.
2. Members of the editorial board of the journal, and experts on the subject in the relevant field, who have a degree of doctor or candidate of science and publications on the subject of the reviewed article during the last 3 years can be involved as reviewers for reviewing manuscripts of materials. The author or co-author of the peer-reviewed paper cannot be a reviewer.
3. The reviewer reviews the article within 1 month from the date of receipt of the article and sends his review to the editorial board. The turnover of documentation between the editorial board and the reviewer, as a rule, should take no more than 2 months from the date of sending the article to the reviewer.
4. Not later than 2 weeks after receiving the review, the Editorial Board makes a decision on the acceptance of the manuscript for publication, the need for its revision or the impossibility of its publication in the journal due to insufficient scientific level or inconsistency with the subject matter of the journal. The decision of the editorial board is sent to the contact author. A copy of the review may be sent to the author on demand. The identity of the reviewer is not reported to the authors, his signature is removed from the copy of the review sent to the authors.
5. If the reviewer concludes that the article needs to be revised, the authors should send a revised version of the article to the editorial office. After returning the revised article to the editorial office, it is sent back to the reviewer, who notifies the editorial office of the possibility of its publication. Authors can motivate the refusal to follow recommendations of the reviewer in writing. In this case, the authors' explanatory letter is given to the reviewer, who agrees or disagrees with the authors. If the authors ignore the recommendations of the reviewer to revise the article, the article is not published.
6. If after repeated revision of the article the reviewer continues to believe that it can not be published in the journal in its present form, the review and the manuscript are considered at the meeting of the Editorial Board. In special cases the Editorial Board reserves the right to admit the material to publication or send it to another reviewer on appeal of one of the members of the Editorial Board.
7. In case of two negative reviews, the Editorial Board makes a decision on refusal to publish and termination of further correspondence, which is reported to the contact author.
8. Reviews are kept in the publishing house and editorial office for 5 years. The editorial board undertakes to send the copies of reviews to the Ministry of Science and Higher Education of the Russian Federation or to the expert councils of the Higher Attestation Commission of the Russian Federation upon receipt of a corresponding request to the editorial board of the publication.
9. Articles not accepted for publication and accompanying documents are not returned to the authors.
II. Form and content of the review.
1. The review should contain a qualified analysis of the article material, objectively substantiated evaluation and reasonable recommendations.
2) Review volume - from 1 page of A4 format, font 14, single line spacing, all fields of the page - 2 cm.
3. The review has a title of the form: Review of the article ... authors of the article... "...title of the article...".
4. In the review it is necessary to note:
- what the article is devoted to;
- the degree of urgency of the tasks to be solved and the goals to be achieved;
- degree of scientific novelty and practical significance of the results obtained;
- the degree of disclosure of methods of problem solving described in the article;
- main advantages and disadvantages of the article;
- style and literacy of material presentation;
- the degree of structure of the article;
- spelling and syntactic errors.
5. The final part of the review should reflect reasonable conclusions about the article as a whole and a clear recommendation about the expediency of its publication in the scientific periodical " Bulletin of the South Ural State University, series "Computer Technologies, Control, Radioelectronics" on a specific scientific direction, corresponding to the nomenclature of scientific specialties approved by the Higher Attestation Commission of the Russian Federation.
6. If the reviewer believes that the article requires improvement/remediation of errors, he should give recommendations to the author on improving the manuscript. Comments and wishes of the reviewer should be objective and principled, aimed at improving the scientific and methodological levels of the manuscript.
7. In case of negative assessment of the manuscript as a whole, the reviewer should convincingly justify his conclusions.
8. The text of the review is followed by the signature and decryption of the reviewer 's signature, indicating the academic degree, title and position held.
9. By request / inquiry one copy of the review can be provided to authors for acquaintance and work on improvement of the provided materials without the instruction full name and contact information of the reviewer.

Publication ethics of a journal
Editorial ethics provides for a fair and objective review process, independent of commercial interests and market needs.
1. General provisions
1.1 Editorial policy of the journal is based on traditional ethical principles of Russian scientific periodicals and is based on ethical norms of work of editors and publishers enshrined in the Code of Conduct and Best Practice Guidelines for Journal Editors and the Code of Conduct for Journal Publishers developed by the Committee on Publication Ethics (COPE). In the course of its publishing activities, the Editorial Board of the journal is guided by the international rules of copyright protection, norms of the current legislation of the Russian Federation, and international publishing standards.
1.2 The Publisher not only maintains scientific communications, but is also responsible for compliance with all modern recommendations in the published work.
1.3 The Publisher is committed to the strictest supervision of scientific materials and is aware of the responsibility for their proper presentation, especially in terms of the ethical aspects of the publications set out in this document.
2. Duties of the Editors
2.1 Decision on publication
Editor of the scientific journal "Bulletin of the South Ural State University, series "Computer Technologies, Control, Radioelectronics" is responsible for making a decision on publication. The decision on publication is based on the reliability of the work under consideration and its scientific significance. The editor can be guided by the policy of the Editorial Board of the journal " Bulletin of the South Ural State University, series "Computer Technologies, Control, Radioelectronics", being limited by the current legal requirements in respect of libel, copyright, legality and plagiarism.
The Editor may consult with the Editor's Deputies and Reviewers (or Scientific Society officials) when making a decision on publication.
2.2 Decency
The editor should evaluate the intellectual content of the manuscripts regardless of race, gender, sexual orientation, religious beliefs, origin, nationality or political preferences of the authors.
2.3 Confidentiality
The Editor and Editorial Board of the journal "SUSU Herald, series "Computer Technologies, Control, Radioelectronics" are obliged not to disclose information about the accepted manuscript to all persons, except for the Authors, Reviewers, possible Reviewers, other Scientific Consultants and Publisher.
2.4 Disclosure Policy and Conflicts of Interest
1) Unpublished data from the manuscripts submitted for review may not be used in personal research without the written consent of the Author. Information or ideas obtained in the course of reviewing and related to possible benefits should be kept confidential and not used for personal gain.
2) In case of conflicts of interest due to competitive, joint and other interactions and relations with Authors, companies and possibly other organizations related to the manuscript, the editors should withdraw from the review of the manuscripts (i.e., request Deputy Editors or cooperate with other members of the Editorial Board in reviewing the work instead of personal review and decision making).
2.5 Supervision of publications
The editor who has provided conclusive evidence that the statements or conclusions presented in the publication are erroneous must inform the Publisher (and/or the relevant Scientific Society) in order to notify the Publisher (and/or the relevant Scientific Society) as soon as possible of changes, deletions, concerns and other relevant situations of statements.
3. Obligations of the Reviewers
3.1 Influence on the decisions of the Editorial Board
Reviewing helps the Editor to make a decision on publication and through appropriate interaction with the Authors can also help the Author to improve the quality of the work. Reviewing is a necessary link in formal scientific communication at the heart of the scientific approach. The publisher shares the view that all researchers who want to contribute to the publication are required to do essential work in manuscript review.
3.2 Execution
If the Reviewer feels the lack of qualification for the review of the manuscript or does not have enough time to quickly perform the work, he should notify the Editor of the journal " Bulletin of the South Ural State University, series "Computer Technologies, Control, Radioelectronics" and ask to exclude it from the review process of the appropriate manuscript.
3.3 Confidentiality
Any manuscript received for review should be treated as a confidential document. This work should not be opened or discussed with any person not authorized by the Editor.
3.4 Manuscript requirements and objectivity
The reviewer is obliged to give an objective assessment. Personal criticism of the Author is unacceptable. Reviewers should clearly and reasonably express their opinion.
3.5 Recognition of primary sources
Reviewers should identify relevant published papers that are relevant to the topic and not included in the bibliography of the manuscript. Any statement (observation, conclusion or argument) published earlier should be accompanied by an appropriate bibliographic reference in the manuscript. The reviewer should also draw the attention of the Editor to the discovery of a significant similarity or concurrence between the manuscript in question and any other published work within the scientific competence of the Reviewer.
3.6 Disclosure Policy and Conflicts of Interest
3.6.1 Unpublished data obtained from the manuscripts submitted for review cannot be used in personal research without the written consent of the author. Information or ideas obtained in the course of reviewing and related to possible benefits should be kept confidential and not used for personal gain.
3.6.2 Reviewers should not participate in the review of manuscripts in case of conflicts of interest due to competitive, joint and other interactions and relations with any of the authors, companies or other organizations related to the submitted work.
4. Duties of the Authors
The edition asks the authors to follow the rules below and the attached samples of accompanying documents.
1. The article is provided in printed and electronic versions in Russian or English. The electronic version should be fully identical to the printed version. The printed version of the work should be signed by all authors.
2. The article submitted to the journal should be a complete scientific research and contain new scientific results.
3. Authors should make sure that a fully original work is presented and in case of using works or statements of other authors should provide appropriate bibliographic references or excerpts. Plagiarism can take many forms, from presenting someone else's work as the author's work, to copying or paraphrasing essential parts of someone else's work (without indicating authorship), to claiming their own rights to the results of someone else's research. Plagiarism in all forms is unethical and unacceptable.
4. The authors of this publication may only be persons who have made a significant contribution to the design, development, execution or interpretation of the research submitted. All those who have made a significant contribution should be identified as co-authors. Where research participants have made a significant contribution in a particular area to a research project, they should be identified as having made a significant contribution to the research. The author should make sure that all participants who made a significant contribution to the research are presented as co-authors and are not cited as co-authors by those who did not participate in the research, that all co-authors saw and approved the final version of the work and agreed to submit it for publication.
5. It is not allowed to send articles that have already been published or sent for publication to other journals. The author is responsible for the content of the article. The editorial board has the right to withdraw an article already published, if it turns out that in the process of publication of the article someone's rights or generally accepted norms of scientific ethics were violated. The editorial board is obliged to inform the author about the fact of withdrawal of the article.
6. A printed version of the article is accompanied:
- the act of expertise on the possibility of publication in the open press;
- license agreement on granting the right to use the work on a non-exclusive basis;
- act of acceptance and transfer of the work;
- consent to processing of personal data.
The License Agreement and the Acceptance Certificate shall be executed for each co-author in two copies, the consent to processing of personal data - in one copy. By signing the license agreement, the author guarantees that the article is the author's original work. The author guarantees that the rights granted do not violate the rights of other persons or organizations.
7. The printed version is accompanied by information about the author, who has prepared the manuscript and will interact with the editorial office in the process of preparing the manuscript for printing: contact phone number and e-mail address for prompt feedback.
8. All authors are obliged to disclose in their manuscripts financial or other existing conflicts of interest that may be perceived as having affected the results or conclusions presented in the work. Examples of potential conflicts of interest that are required to be disclosed include employment, consulting, shareholding, fees, expertise, patent application or registration, grants and other financial support. Potential conflicts of interest should be disclosed as early as possible.
9. In case of significant errors or inaccuracies in the publication by the Author, the Author shall inform the responsible secretary of the journal "SUSU Bulletin, series "Computer Technologies, Control, Radioelectronics" and interact with him with a view to the prompt withdrawal of the publication or correction of errors. If the Editor or the Publisher has received information from a third party that the publication contains material errors, the Author is obliged to remove the work or correct the errors as soon as possible.
5. Duties of the Publisher
5.1 The Publisher shall follow the principles and procedures facilitating the performance of ethical duties by the Editor, Deputy Editors, Reviewers and Authors of the journal " Bulletin of the South Ural State University, Computer Technologies, Control, Radioelectronics" series in accordance with these requirements.
5.2 The Publisher should promote good research practices and implement industry standards to improve ethical guidelines, procedures for removing and correcting errors.
5.3 The publisher shall provide appropriate specialized legal support (opinion or advice) when necessary.
