The Mechanism for the Implementation of the Municipal Energy Service Projects in the Public Sector on the Basis of Municipal and Private Partnerships

In article the realization mechanism of the energy service project taking into account deficiency of the budgetary funds based on municipal and private partnership, on the objects which are in municipal property is offered. Besides, the following concepts are revealed: municipal and private partnership, municipal power service contract, mechanism of management of power service projects.
The key element of management of power service projects – municipal budgetary authority “Chelyabinsk City Fund of Energy Efficiency and Innovative Technologies” is considered. Introduction of the third participant for management of power service projects – the Investor acting as the private partner on equal terms with the public partner – is offered by authors. The investor transfers money into the sub-account “Energy saving” of municipal budgetary authority “Chelyabinsk City Fund of Energy Efficiency and Innovative Technologies” on the basis of the agreement of intent. The specified municipal budgetary authority carries out accumulative function and function of distribution of the economy received from realization of power service actions between the Investor, power service company.
