ASSESSING THE LEVEL OF DIGITALIZATION BASED ON REGIONAL NETWORK READINESS INDEX

Abstract

The article is devoted to the study of digital infrastructure, economic accessibility and the level of use of digital technologies by regional economic entities. In modern conditions, the international scientific theory in the field of digital economy, as well as methodologies for assessing the level of digitalization are being formed. The research studies on the level of digitalization not only within the country, but also at the regional level can become a significant factor in the growth of the efficiency of the digital transformation of the Russian economy.

The proposed methodology in the article - Regional Network Readiness Index - will allow to assess the readiness of the region for digital transformation, as well as the actual level of use of digital technologies at all levels: government agencies, businesses and households. When calculating, we propose to use only statistical data that most fully characterize all aspects of the development of information and communication technologies in the Russian Federation at the time of data processing.

In the proposed methodology, the Regional Network Readiness Index measures the level of development of network technologies in the constituent entities of the country according to the following indicators: external environment, availability of digital technologies and their use by the state, business and society. The indicators are filled with statistical figures that are normalized and brought to the average in order to minimize the statistical error.
