EFFICIENCY OF LABOR ORGANIZATION IN THE ENTERPRISE IN THE CONTEXT OF PROFESSIONAL DEVELOPMENT AND CERTIFICATION OF PERSONNEL

Certification and professional development are considered as components of the labor organization process on the example of a metallurgical enterprise. It is proposed to evaluate the effectiveness of the organization of labor in the enterprise on the basis of a set of private and integral, absolute and relative, social and economic indicators. To optimize the process of professional development and certification of personnel, a model is proposed that includes costs as investments in human capital, which subsequently gives a return in the form of additional added value. The optimal duration of the cycle of the studied process of professional development and certification of personnel, as well as the optimal costs for its implementation, is determined. General principles for determining deadlines are formulated. It is suggested that the most important factor affecting the frequency of professional development is the obsolescence of knowledge in the field that is related to the activity of this employee.
The use of the proposed system of indicators for evaluating the effectiveness of projects to improve the organization of work to optimize the frequency of professional development and subsequent certification will have a positive impact on the dynamics of labor productivity and innovation activity of the company's personnel.
