ASSESSMENT OF MIGRATION ATTRACTIVENESS OF ARKHANGELSK REGION BASED ON A BALANCED SCORECARD

Abstract

Population migration significantly affects the population reproduction and the amount of labor resources in the territory of departure and arrival. In modern realities, when the demographic situation and economic development are priority tasks in the Russian Federation, the study of the migration attractiveness of regions becomes of particular importance. Often, migration attractiveness is associated only with absolute and relative indicators of migration, while a comprehensive assessment can only be provided by a balanced scorecard (BSC). In this regard, the aim of this study is to analyze migration attractiveness using a specially developed BSC. The study is novel in that the authors use the BSC to characterize the migration attractiveness, the validity of which has a statistical confirmation. The practical importance of this research consists in identifying the relationship between specific socio-economic indicators and migration balance of the region, which enables authorities to predict the migration gain (loss), as well as the influence and adjustment of the measures for the formation of the parameters necessary for the economic and migration growth of the population.
