Abstract

Sustainable development management is the imperative of the 20th-century governance. The state systems of the majority of developed countries in modern conditions are based on the desire to ensure sustainable inclusive development in the conditions of the "VUCA" environment, which can be considered as a multicriteria task both from the point of view of the choice of criteria for assessing the results achieved and the quality of management, and from the point of view of developing an effective practical mechanism for the implementation of management decisions.

Given the significant regional differentiation, ethnic and cultural diversity of the Russian Federation, the basic and integral element of the country's sustainable development is the sustainable development of the regions. At the same time, the factors, conditions and mechanisms for managing sustainable regional development cannot be universal. However, the realities of regional and federal interaction concerning the management of industries that form the foundation for the implementation of sustainable development goals do not always correspond to this principle (the principle of taking into account regional characteristics), and in fact, hinder the achievement of sustainable development goals in the regions. The role of the construction complex and pricing in construction for sustainable regional development is revealed, the consequences of the transition to the use of the federal estimate and regulatory framework in the regions and the significance of this transition to the possibilities of sustainable development of the regions are analyzed. The article presents a methodology for studying the influence of the estimate and regulatory framework on the implementation of social projects in the regions, identifies the directions for improving the mechanism of pricing in construction from the perspective of sustainable regional development.
