THE DIGITALIZATION OF STATE AND MUNICIPAL GOVERNANCE IN RUSSIAN REGIONS

Abstract

Digital transformation, which is one of Russia’s national goals, includes the digital transformation of state and municipal governance. The management of these processes should take into account regional characteristics and the disproportions in their digital development and be aimed at overcoming digital inequality. This paper systematizes approaches to the digitalization of state and municipal governance, considers its components, conducts a retrospective analysis of the regulatory and legal framework, and considers platformization as the basis for the digitalization of public administration. Using statistical data we analyzed regional differences in the digitalization of state and municipal services by federal district and region, studied the dynamics of network technologies, conducted a regional cluster analysis by the level of digitalization of state and municipal services, and identified the characteristics of each cluster which dictate the requirements for regional digital transformation strategies and areas of federal support for the regions. We give recommendations for the development of digitalization of state and municipal services.
