STRATEGIC PLANNING IN THE “FOREST” REGIONS OF THE RUSSIAN FEDERATION: A COMPARATIVE ANALYSIS OF INSTITUTIONAL APPROACHES

The article aims to identify the impact of a specialized industry strategy on the development parame-ters of the forestry complex (FC) in the Krasnoyarsk Territory and the Irkutsk Region using a compar-ative institutional analysis. The research hypothesis states that the presence of a comprehensive in-dustry strategy as a key management institution is a critical factor for the sustainable growth of the re-gion's FC. The methodology is based on an institutional approach and includes a comparative case study of the two regions: the Krasnoyarsk Territory and Irkutsk Oblast. The methods include content analysis of strategic and program documents, analysis of official statistics (Rosstat), and comparative assessment of institutional management models. The research re-vealed two contrasting models. The Krasnoyarsk Territory implements a «strategy as a driver» model, based on an approved industry strategy until 2030. This strategy ensures systematic man-agement, the inflow of major investments, and steady growth in wood processing. In contrast, a «reactive management» model dominates in Irkutsk Oblast due to the absence of a unified strate-gy. It is manifested by institutional instability, frequent shifts in priorities, turbulent dynamics in non-pulp segments, and the reinforcement of a raw material orientation. The comparative analy-sis confirmed a direct link between the presence of a strategic document and the sector’s qualita-tive development parameters, including investment activity, processing depth, and institutional re-silience. The findings support the proposed hypothesis and highlight the need to develop a special-ized strategy for the development of the Irkutsk Oblast forest complex to facilitate bioeconomic transition. The practical significance lies in substantiating the need for an integrated system of strategic documents to promote the balanced development of the forestry sector. One promising approach is to develop a universal model for strategic planning in forest regions of the Russian Federation.References
