INFLUENCE OF INTERNAL REGIONAL FACTORS ON THE INCREASE OF MONETARY INCOMES OF THE POPULATION IN RUSSIAN REGIONS

The article aims to evaluate the impact of internal, regional factors on the increase of monetary in-come relative to national trends. We assume that the “Shift-share analysis” method can help de-termine the degree of influence of these internal factors on the monetary incomes of the popula-tion in the regions of Russia. To test this hypothesis, we adapted this methodology to analyze the mone-tary incomes of 82 regions of Russia for 2019 and 2023, considering five components of these in-comes: entrepreneurial income, employee salaries, social benefits, income from property and oth-er monetary income. The results show that changes in the monetary incomes of the population in each region can be divided into three components: the national economic situation (nationwide effect), changes in individual income components at the national level (component effect), and regional shifts (regional effect). We found that high rates of real income growth were achieved in most regions with positive component and regional effects. However, no similar effects were ob-served in other regions. The study revealed the importance of income structure in determining the component effect and, ultimately, the growth of real incomes of the population. Overall, only 23 regions have demonstrated a positive regional effect. This shows that in most regions of Russia, measures based on intraregional resources and capabilities are ineffective. The insufficient use of domestic potential and weak income policy at the regional level is also evidenced by the fact that, in half of the subjects studied in the Russian Federation, a positive regional effect is achieved with respect to only one component of monetary income, or it is completely absent.References
