PROSPECTS FOR ESTABLISHING INDUSTRIAL PRODUCTION SPECIAL ECONOMIC ZONES IN THE REGIONS OF RUSSIA

The article discusses the feasibility of establishing industrial production special economic zones in the regions of Russia in modern conditions. The study aims to identify the potential of the subjects of the Russian Federation for the placement of zones whose activities are capable of ensuring accelerated economic growth of territories and achieving national development goals. The hypothesis assumes that investment projects within the framework of the institute of a special economic zone of an industrial and industrial type are implemented with great economic effect if the region of the zone is characterized by high startup potential. The methodology is based on the analysis of official regional statistics, information on the budgetary provision of subjects, as well as the results of the assessment of the quality of state financial management and regulatory impact. The author developed a system of regional criteria for the creation of industrial production zones, including managerial, financial and economic criteria. A detailed survey was conducted of the subjects of the Russian Federation that do not have active zones of the type in question at the beginning of 2024. The results of the study demonstrated that the effectiveness of potential zones depends not only on the parameters of investment projects, but also on mesoeconomical conditions. The Vologda, Chelyabinsk and Belgorod regions were recognized as the most promising sites meeting all the developed criteria. The Ryazan Region and the Republic of Mordovia also have sufficient potential. Introducing the proposed methodology for assessing regional potential at the planning stage of the development of special economic zones will minimize the risk of their inefficient functioning. The establishment of special economic zones of industrial type in a num-ber of regions in 2024–2025 strongly confirms the practical significance and reliability of the proposed methodology for assessing regional potential.References
