FORMATION OF THRESHOLD VALUES OF THE ECONOMIC SECURITY OF RUSSIA AND ITS REGIONS

The various approaches to the formation of threshold (critical) values of the economic security
indicators are described. The main disadvantages and “weak” points of the existing systems are shown. It’s noted that the best approach for the diagnosis of economic security is to use the indicative analysis. Based on the analysis of works by Russian and foreign experts on this problem, as well as preliminary studies conducted by the authors the set of main indicators of economic security is proposed. Its adaptation relating to modern Russian conditions is carried out. The threshold values of main indicators of Russian economic security are specified. The examples of their definition and justification are given. In particular, the following indicators are considered: ratio of external debt to GDP; ratio of resources involved in the shadow turnover to GDP (the prevalence of shadow economy); ratio of per capita income to the subsistence minimum. An approach to the formation and territorial zoning of thresholds values of the economic security indicators in the regions of the Russian Federation is proposed. Climatic conditions, degree of territory development, structure of industrial production in the area, provision of the territory with its own mineral resources, strength of the territory’s transport links with other areas, development of scientific schools and scientific potential of the territory, development of higher education, level of development and orientation of the structure of industrial production in the area, export potential of the territory, geographical location of the territory, degree of population areas, production capacity and financial support of the territory, age composition, etc. are distinguished among the basic features for zoning of threshold values of the economic security indicators.
