DEVELOPMENT OF SMALL AND MEDIUM ENTERPRISES IN THE MUNICIPAL ENTITIES OF CHELYABINSK REGION

The article is devoted to the analysis of small and medium enterprises development in urban and municipal districts of Chelyabinsk region, which helps to judge about the economic potential of the region, the development of market participants, the efficiency of state regulatory and management mechanisms. State support of entrepreneurship in Chelyabinsk region and the municipal entities of the region, including co-financing of municipal programs from the Federal and regional budgets is an important tool for the development of entrepreneurship in the region and improving people's lives.
Small and medium enterprises play an important role in the economy of Chelyabinsk region. The article considers several forms of support for small and medium-sized businesses in the region. To provide financial support to small and medium enterprises the municipalities are given more opportunities for support of firstly entrepreneurs who implement measures to develop and modernize the production, as well as implement the most promising youth business projects. In this regard, special attention in the region is paid to the issues of cofinancing of municipal programs, as with the increasing of amounts of co-financing, the contribution of business in the economy of the region is also growing.
The article states the results of the regional Guarantee Fund, established with the aim of increasing the availability of entrepreneurs to credit resources, and opened Center of subcontracting and EuroInfoCenter based on it. To support small and medium enterprises in the region the action plan for the elimination of administrative barriers is developed and implemented. The effects of the law on the provision of material support for entrepreneurs
on the territory of Chelyabinsk region, which is designed to implement the Federal law are analyzed. The results of rating assessment of favorable conditions for business, undertaken by the authorities in Chelyabinsk region are given.
