REGIONAL ECONOMICS ADMINISTRATION: WORLDWIDE TRENDS AND PROSPECTS FOR SHIP-BUILDING CLUSTERS DEVELOPMENT IN RUSSIA

In the context of globalization the importance of increasing economic competitiveness, which necessitates a new vision of the control system at the level of the Russian Federation as a whole, and at the regional level is growing. Over the last years cluster approach is considered to be one of the most effective technologies for management of regional development in the global economic community which is based on the transition to the integrated use of the regional development potential. In order to develop Russian industries federal government has undertaken a number of steps for cluster approach implementation. Moreover, among a
wide variety of industries ship-building industry is recognized to be one of the strategic. In this regard, the authors of this article identify trends in the development of ship-building industry in Russia and abroad, the features of ship-building clusters generation in Russia, as well as the analysis of problems and prospects of development of regional clusters of ship-building as a basis for economic growth is performed. As a result it is found that at present many problems in ship-building industry in Russia can be solved through the establishment of “United Ship-building Corporation” (JSC “USC”), increasing the clustering process of the regional economy, as well as the approval of various state programs for ship-building industry development. The most favorable conditions for the development of ship-building clusters are in the Leningrad
region, the Arkhangelsk region, the Astrakhan region. However the analysis shows that the development of these clusters prevents a number of problems the solution of which is of an integrated nature and complicated by various technical and financial condition of shipyards for designated regions.
