VOLATILITY OF EMPLOYMENT IN INFORMAL SECTOR OF RUSSIAN REGIONS

Abstract

The article is devoted to the peculiarities of informal sector in the Russian Federation regions. The issues of research process of this sector of regional economics are believed to be relevant according to the following reasons: active growth of informal sector of Russian Federation economy; differentiation of regions according to the level of economic growth and situation on the labour market; variety of evaluative insights on the extent and character of informal sector influence on the results of business operations of the whole country and the region in particular. Authors deal with employment problem in the informal sector of Russian regions through elicitation of its dynamic connection with the changes of employment and unemployment rate in the region. The majority of Russian researchers believe that the growth of employment rate in Russia is being exercised through its growth in the informal sector of Russian economy. The results of the research, described in the article, allow us to talk about differentiation of Russian regions according to the connection of employment in the informal sector with employment and unemployment from the point of view of changes directivity in them and from the reaction degree. The regions, where the informal sector demonstrate the classic reaction on the changes in employment and unemployment rate regionwide (decrease when the employment
rate diminish and unemployment rate grow and vice versa), are marked out. For some regions the execution of absorbent function by the informal sector is a characteristic feature: it manifests itself upon the unemployment rate for one group, upon the employment rate for the second group and upon the both of them for the third group.
