The article describes elaboration of organizational, economic and information ways of the tourist and
recreation complex development. It’s proved that one of the strategies of social and economic growth of the
state is the development of tourism, which could become a weighty factor for stabilizing and restructuring the
economy. It’s detected that developments are needed, especially in the field of statistical accounting, international
legal and customs and tax environment, on which the competitiveness of the Russian tourist product
depends. It’s determined that the volume of tourist services should be adapted. It is also necessary to ensure
their performance. The experience of developed countries has shown that the fate of material production in
modern conditions is sharply reduced and represents about one third of total amount of employed people, and
the sphere of services increases rapidly and achieves about two-thirds of total employment. It’s proved that
introduction of training allows you to prepare trainers who can carry out training in the chosen sector, that
will reveal the behavior of consumers and competitors in the tourist market, discover the consumer attitudes
to innovations, the value of orientation of people, their groups and the society in whole. To solve the problems
of functioning the tourist and recreation complex specific measures for the tourist and recreational complex
development in the regions of the Russian Federation are proposed. The analysis has shown that shapes
of the hotel industry, which are widespread in other countries, such as motels, camping sites, youth hostels,
are practically not developed in our country. To eliminate this disadvantage it’s necessary to create a favorable
investment climate for the domestic and foreign capital, extend opportunities of the credit and financial
system.
