Development of entities’ social activity as purpose of state educational policy

Abstract

The authors insist that a set of competences on educational standards turns
to be mostly accidental and competencies themselves are fragmentary and do not
form a single whole. For this reason professional competency of the future specialist
seems to be declarative and of little use for the qualitative assessment. The
article suggests a composite indicator of young people social activity as criteria
of high institutes education assessment. On this basis meanings and purposes of
educational activity, its tasks and among others in the frames of competency approach
can be specified.
