The article discusses some of the important details of the biography Neljubova
Vasily Pavlovich, the first chairman of the Presidium of the Chelyabinsk Regional
Board of defenders. The peculiarities of the style of work of Vasily Pavlovich
Neljubova as chairman, describes the function of the presidium of and challenges
faced by South Ural Soviet advocacy at the initial stage of its formation.
Used structural-functional, historical and genetic methods. Analyzes the main
institutional features of the college, through biographical subjects showing the
mechanisms of interaction of the Chelyabinsk Regional Board of defenders with
the party and local government bodies. Revealed that the search for new forms of
organization for the development of the South Ural advocacy in the early 30-ies
of XX century was very active.
