The article describes experience of planned regulation in 1970 — the head of the 1980th, a role
of the State Planning Committee of the USSR and the enterprise in drawing up plans in the economic sphere. Also described the situation («planned anarchy») in planning of this period and presented V. S. Nemchinov’s ideas which promoted development of the economic-mathematical direction of the Soviet science.
