Considered experience of counter planning at enterprises of Chelyabinsk region in the 1970th
years. Highlighted history of counter planning creation at Soviet enterprises in context of problems
of industrial production. Analyzed facts on development of counter plans at the industrial enterprises.
The problem of implementation of counter plans at plants by means of socialist competitions and
introduction of new technologies on examples of the enterprises of Chelyabinsk region is also
allocated.
