THE INSTITUTE OF PLENIPOTENTIARY REPRESENTATIVES OF THE HEAD (GOVERNOR) OF A SUBJECT OF THE RUSSIAN FEDERATION: PROSPECTS FOR CONSTITUTIONAL AND LEGAL REINFORCEMENT

This article is devoted to the study of the prospects for the constitutional and legal consolidation of the institution of plenipotentiary representatives of the head (governor) of a subject of
the Russian Federation. The author draws attention to the fact that the creation of the institution of
plenipotentiary representatives ensures the transfer to the subject level of the coordination model carried out in a unified system of public power by the President of the Russian Federation, but requires
the adoption of a set of legal and organizational measures related to the provision of efficiency of the
desired coordination mechanism.
It is substantiated that the functions of an plenipotentiary representative should be vested in
civil servants of a subject of the Russian Federation who are members of the apparatus (administration) of the governor (head) of a subject of the Russian Federation. The areas of activity of the
plenipotentiary representative of the highest official of a subject of the Russian Federation in municipalities require substantive consolidation in legislation, including: participation in the development of a coordinated position on the implementation of the exclusive powers of the subjects of
the Russian Federation and regional powers on issues of joint jurisdiction; ensuring, within the
competence of the highest official of a subject of the Russian Federation, the unity of the legal
space, monitoring the socio-political situation and the level of protection of human and civil rights
and freedoms; creating conditions for taking into account the interests of the population of the supervised territory in the government bodies of the subject of the Russian Federation; organizing
and conducting conciliation procedures aimed at resolving conflicts between local governments
and state authorities of a subject of the Russian Federation.
