INFORMATION SOVEREIGNTY OF THE STATE AND INDIVIDUALS: THE EXPERIENCE OF THE REPUBLIC OF BELARUS AND FOREIGN COUNTRIES

Abstract

The article discusses the scientific approaches that served as the basis for the
emergence and development of the category of information sovereignty in political and legal research.
In order to provide legal support for information sovereignty, a thesis has been proposed on the need
for constitutional regulation of the principle of “information neutrality” of states in foreign policy.
Based on the analysis of programmatic legal regulation in the Republic of Belarus, the characteristic
features of the information sovereignty of the state are formulated. The article pays special attention
to the concept of digital (information) sovereignty of the individual, and explores the scientific
approaches of representatives of political and legal sciences. The conclusion is formulated that the
content of an individual’s digital sovereignty is based on the right to manage one’s data in the digital
environment. A scientific thesis is proposed on the need to expand such a scientific approach based on
the study of progressive foreign regulation. Attention is focused on the modern trends in the
development of this category.
