The relevance of the chosen topic is due to the problems of forms of government, administrative and territorial structure, the novelty of legal norms governing legal relations in the field
of integrated development of the territories of the state. The purpose of the article is research the legal
phenomenon of "complex development of the territory" as one of the elements of the spatial development of the territory of administrative-territorial units within the federation. To achieve this goal,
the author used general scientific methods such as analysis and synthesis, as well as the formal legal
method. As a result of the research, the possibility of spatial development of the territories of the subjects was established through the implementation of a mechanism for the integrated development of
the territory.
