INDICATORS FOR ASSESSING THE LIFE CYCLE OF PUBLIC-PRIVATE PARTNERSHIP PROJECTS AS AN ELEMENT OF STRATEGIC PLANNING: PROSPECTS FOR ADMINISTRATIVE AND LEGAL REGULATION

Abstract

The key aspects of strategic planning in the field of public-private partnerships are studied with an emphasis on the analysis of the role of project assessment indicators in this process. It is established that the administrative and legal regulation of public-private partnerships provides for the establishment of requirements for the content of the projects being implemented with the implementation of control and supervisory functions for their implementation. It is substantiated that the key tool for determining the degree of compliance of the actual results of the implementation of a specific public-private partnership project with the set public goals and objectives should be the indicators of assessing its life cycle. It is argued that the legal recording of these indicators as mandatory for accounting will allow for more accurate forecasting of the results of future projects, which, in turn, will provide an opportunity to adjust strategic planning in the area under study. It is proposed to include a provision on the mandatory consideration of project life cycle assessment indicators in paragraph 2 of Part 2 of Art. 16 of the Federal Law of 13 July 2015 No. 224-FZ "On Public-Private Partnership, Municipal-Private Partnership in the Russian Federation and Amendments to Certain Legislative Acts of the Russian Federation". It is indicated that it is advisable to develop and approve departmental acts of the Ministry of Economic Development of the Russian Federation containing a classification of public-private partnership project indicators by groups (economic, social, managerial, environmental and others) with a methodology for calculating and applying such indicators at all stages of the project life cycle and determining the procedure for entering data on them into state information monitoring systems.
