In the article, through the study of a complex of causes and factors contributing to the spread of extremist and terrorist ideology, the author examines the impact of the phenomena under consideration on the development of the Russian system of countering extremism and terrorism and their ideology. In the context of the study of the most serious threats to national security, the author identifies the most important determinants of the growth of the terrorist threat, determines the causes of their occurrence and development, and the directions of combating these factors on the part of the state.
The article examines the organizational and legal foundations of a multi-level system for countering extremism and terrorism in Russia, analyzes the powers and structural features of the interaction of authorized bodies at various levels of government, and separately examines the position of the national antiterrorist committee as the central coordinating body in the state strategy to combat terrorism and its manifestations.
