FEATURES OF THE IMPLEMENTATION OF THE PRINCIPLE OF EQUAL CITIZENSHIP IN THE RUSSIAN FEDERATION

Abstract

Citizenship is a complex social phenomenon and a constitutional and administrative relationship characterizing the legal connection between a specific individual and a specific state. The institution of citizenship is underpinned by constitutional principles the legal foundations that underlie the regulation of relations between the state and citizens, including the principle of uniform and equal citizenship, regardless of the conditions of its acquisition, which is the focus of this study. In Russia, there is a trend toward moving away from the principle of equal citizenship for all citizens, particularly with regard to restrictions on the political rights of certain categories of Russian citizens. The differences in the legal status of Russian citizens, including those naturalized and those who have not lost their original citizenship, as well as citizens with a second citizenship and/or a residence permit in a foreign state, are outlined in terms of existing restrictions on their political rights. The importance of a clear and unambiguous legislative approach to defining the legal status of different categories of Russian citizens is emphasized. It is proposed that the existing restrictions and prohibitions for citizens with another citizenship and/or a foreign residence permit be specifically specified in the Federal Law "On Citizenship of the Russian Federation".
