Abstract

The article examines the influence of economic, political and ideological factors on changes in the structure and management of the Soviet militia in the context of the implementation of the new economic policy. The authors consider the relationship between the specifics of the direction of changes in militia management and the main reasons for the reorganization of the entire state appa-ratus in the new conditions caused by the devastating consequences of the civil war. The authors pay special attention to the specifics of the transformation of the structure of Ural law enforcement units under the influence of zoning. The analysis allowed the authors to make a reasonable conclusion that it was the auxiliary status of the militia that allowed it to restrain the development of capitalist rela-tions and keep the political system unchanged under the conditions of the New Economic Policy.
