SOME FEATURES OF AN ADMINISTRATIVE PROCESS IN PROTECTION OF PEOPLE AND TERRITORIES FROM EMERGENCY SITUATIONS OF NATURAL AND MAN-MADE CHARACTER

Abstract

To improve the system of legal regulation in the sphere of protection of people and territories from emergency situations of natural and man-made character there are four groups of the subjects of an administrative process. Thesis on a developed system of pass-through level-to-level and interdepartmental relations connected subjects of different groups in the Russian System of Prevention and Response to Emergency Situations as an important feature of administrative process of this sphere is proved in the article. This system includes administrative bodies, federal government agencies, executive bodies of the constituent entities of the Russian Federation, local government authorities and organizations, which power is connected with the solution of problems in the sphere of protection of people and territories from emergency situations.

 

Author Biography

Elena Semenovna Kalina, South Ural State University

was born on November 26, 1966. In 1998 she graduated from South Ural State University. In 2004 she defended her Candidate?s thesis ?State legal mechanism of provision for the right to security of a person in the Russian Federation (theoretical administrative and legal analysis). Now she is an Associate Professor of the Department of Constitutional and Administrative Law of South Ural State University. She is the author of 27 publications. Research interests: administrative law, financial law.
