DEMOCRACY AS CONSTITUTIONAL VALUE

Abstract

The article considers problematic issues of sovereignty and democracy as constitutional values of modern Russia. It is proved that Constitution of the Russian Federation establishes the system of constitutional values reflecting the most important basis of the state and society. Grounds of the constitutional order of the Russian Federation assigned in Chapter 1 of the Constitution of the Russian Federation are a technical aspect of the system of constitutional values. Interaction between constitutional values and national purpose of modern Russian society and state is proved. Basic courses of development of the constitutional axiology are given.

Natalia Sergeevna Koneva, South Ural State University

was born on December 12, 1979. In 2001 she graduated from Chelyabinsk State University. In 2003 she defended her candidate?s thesis on Immunities in constitutional law of the Russian Federation. Now she is an Associate Professor of the Department of Constitutional and Administrative Law of South Ural State University. She is the author of 40 publications. Research interests: constitutional process, constitutional control, activity of legislative (representative) bodies of state authority of Russia.
