Abstract

The article is devoted to the history of local technical regulation. The
main stages of evolution of local technical and legal acts, their place in the
system of standard and legal regulation are given. Special attention is paid
to sanctions for violation of local technical norms. The article highlights
the problem of a ratio of the centralized and decentralized technical and
legal regulation. The authors consider the problem of the absence of terminological
continuity in technical legislation.
