PROBLEMS AND WAYS OF IMPROVING THE LEGAL FRAMEWORK OF THE STATE BUREAUCRACY IN THE RUSSIAN FEDERATION

Abstract

This article analyzes administrative reform going since the beginning of 2000 in the
Russian Federation. We study the background of large-scale transformations of the Russian state bureaucracy. Based on the analysis of existing legislation main areas of administrative

reforms are identified. The view according to which the main problems in the sphere
of public administration in Russia are not connected with the quality or quantity of legal
norms but with the right enforcement is defended. The analysis of the existing problems
in the right enforcement of the Russian state bureaucracy is performed, and on the basis of
historical experience the proposals which could make a positive contribution to the ongoing
processes of formation of foundations of law and legal-rational bureaucracy in modern
Russia are made.
