Abstract

The article features the participation of small and medium-sized enterprises in the
procurement of goods, works and services for the needs of the natural monopolies, public
companies, public corporations and companies with state participation, as well as
problems arising in connection with the participation of small and medium enterprises in
the partnership programs. The author notes that in the current legislation, there are contradictions
with respect to such a tool to stimulate the participation of small and medium-
sized businesses in the procurement as a partnership program that could lead to a
breach of the principles of competition and equal access to procurement and proposes
concrete measures to eliminate them.
