PROBLEMS OF LEGAL RESPONSIBILITY FOR THE CREATION OF UNAUTHORIZED DUMPS

Abstract

The organization of spontaneous unauthorized dumps became a real disaster for the environment. Television with an enviable consistency show stories of how such dumps pollute the soil and water, people and animals are affected. Taking into account the organization of mass illegal dumps of industrial and domestic wastes, it would be necessary to provide for criminal liability for these actions committed repeatedly after being brought to administrative responsibility, and to impose sanctions in the form of a fine, compulsory or correctional labor, or compensation for harm in kind. This article analyzes the current situation and develops proposals for combating these dangerous phenomena.
