Abstract

Social risk as a basis for the realization of the state social-security obligations is considered as a phenomenon with a certin dynamics. From this point of view, approaches to its compensation are presented. The article stresses that social risk factors can influence the types and limits of social benefits, the causes of risks (social risk events) can be compensated both by means of social security law or in complex, and the severity of adverse consequences is taken into account when assigning pensions and benefits.
