SELF-ORGANIZATION APPROACH TO THE STUDY OF PUBLIC ADMINISTRATION SYSTEM

This article is devoted to the problem of the theory and practice of public administration in the modern conditions. Updating is carried out by searching for a new paradigm approach to studying it, which is intended to determine the starting points concerning the issue of appropriate optimization and increase in efficiency. The analysis carried out corresponds to the criticism of the “classical” (mechanistic) approach due to its evolutionary limitations and crisis predetermination. As an alternative, it is possible to use the post-non-classical methodological apparatus with its characteristic synergistic approach and the theory of self-organization, enriching the state-owned research in the field of state management of speculative attitudes regarding the synergies of subject-object relations, the principles of continuing development and dynamic sustainability. The provision on the unity of forms of public order – self-organization, organization and means to ensure them – public administration is formulated.
