About the Journal

Focus and Scope

Journal “Bulletin of South Ural State University. Series “Power Engineering” covers relevant theoretical and practical problems of power engineering, results of research work, accumulated experience setting directions and development of scientific research in power engineering.

The main goal of the journal is consolidation of scientific and industrial communities, promotion and development of the most promising areas of research practice, presentation information on scientific research and achievements.

Peer Review Process

Review of papers (hereinafter referred to as articles), submitted for publication in journal "Bulletin of South Ural State University, Series "Power Engineering", is done in accordance with the following rules.

Document flow in the process of papers review.

  1. The articles submitted in accordance with the requirements are sent for review to publish them in “Bulletin of South Ural State University, Series „Power Engineering“.
  2. The article is sent for review to the specialist in the corresponding sphere (hereinafter referred to as reviewer), who has the degree of Doctor of Science. A member of the editorial board can not be a reviewer.
  3. Type of prepublication – “double-blind”, the author and the reviewer did not know about each other.
  4. The period for review is up to one month starting from the moment of submission.
  5. Within two weeks from the moment of getting a review the editorial board considers the review and makes a reasoned decision on the necessity to make corrections to the article or possibility/impossibility to publish the article.
  6. The reasoned decision of the editorial board is given for a one week.

Form and the content of review.

  1. The review is issued as a document of A4 format, font 14, single spaced with the margins of 2 cm.
  2. The review has a title of the following type: Review of the article (the title of the article).
  3. The text of the review includes:
    — the relevance of the problems;
    — novelty and value of the given methods of solution;
    — the level of novelty of scientific results;
    — practical relevance of the results;
    — style of presentation and literacy;
    — structure of the article.
  4. The review finishes with a final summary of pros and cons of the article.
  5. The review makes a conclusion about:
    — possibility (reasonability) to publish the article in journal;
    — possibility of publishing the article after error correction;
    — impossibility (impracticality) to publish the article.
  6. The signature and full name of the reviewer with his degree and position should be presented in the review.

By the decision of Presidium of State Commission for Academic Degrees and Titles of the Ministry of Education and Science of the Russian Federation No. 90-p of February 12, 2018 the periodical is included in Catalogue of leading reviewed academic periodicals and publications which publish basic scientific results of thesis for Candidate and Doctor of Science.

The periodical is included in Research Reports and Data base of All-Russian Institute of Scientific and Engineering Information (VINITI).

Information about published articles is reported to the Russian Science Citation Index (RSCI) regularly presented in the prescribed form.

Information about the articles is annually placed in the international reference systems for periodicals as well as series «Ulricht's Periodicals Directory».

The periodical is posted on Directory of Open Access Journals (DOAJ) and EBSCO Bibliographic Reference System (Enter in the search box: Bulletin of the South Ural State University. Series: Power Engineering).

The full version of the journal "Bulletin of the SUSU, Series "Power Engenireeng" is placed on the official web-site of scientific on-line library eLIBRARY.RU and in the section of South Ural State University “Bulletin of the SUSU” in free access. 

This journal provides immediate and free of charge open access to its content on the principle that making research freely available to the public supports a greater global exchange of knowledge. The publication in articles appearing in the journal are also free of charge for the authors.

Authors retain copyright and grant the journal right of first publication with the work simultaneously licensed under a Creative Commons Attribution License that allows others to share the work with an acknowledgement of the work's authorship and initial publication in this journal.

Authors are not charged for manuscript processing and publication in the journal; the Publisher bears all the necessary costs. Each research team is mailed a free printed copy of the journal issue with their paper.

Publication ethics of a journal

Publication policy of the journal is based on traditional ethics principles of Russian scientific periodicals considering ethics norms of editors and publishers. Moreover, these ethics norms are established in Code of Conduct and Best Practice Guidelines for Journal Editors and Code of Conduct for Journal Publishers and developed by the Committee on Publication Ethics (COPE). The editorial board of the journal abides by international rules of copyright, laws of Russian Federation, and international standards of publishing.

Preparing your paper for submission it is essential to use the following guidelines recommended by the editorial board. 

1. The paper should be presented as printed and electronic version written in Russian or English languages. The electronic version should be identical to the printed one. The printed version should be signed by all authors.

2. The submitted manuscript should represent a completed scientific research and relevant scientific results.

3. It is a condition of publication that manuscripts submitted to our journal have not been published and will not be submitted or published elsewhere without the written consent of the publisher. Responsibility for the contents of the paper rests upon authors.

4. Submitted papers should be checked on having citations from diverse sources by so-called “Antiplagiat.Vuz” system. Having 30% of citations, papers are rejected to submit.

5. An author is defined as a significant contributor to the research. 

6. If errors are found in a submitted manuscript, the authors must notify the editorial board and take all the necessary corrective actions. Manuscript shall be withdrawn if correction is not an option.

7. The Publisher and the editors must take reasonable effort to not publish papers where research-related violations have been identified, as well as to timely find and correct any errors and inaccuracies in the manuscript. The editors must contact the authors in case there is no non-ambiguous way to correct an error. 

8. The authors must state third-party funding sources if any.

9. Shall any inaccuracies be identified post-release, the authors are entitled to notify the editorial board. In turn, the latter shall properly consider such notification and publish any corrections, clarifications, refutations, or apologies in the next post-discovery issue.   

10. If the editorial board learns of any accusations of misconduct against the researchers, the board must give it a proper consideration and take all reasonable actions it finds necessary.

11. The electronic version should contain information about the author cooperating with the editorial board while submitting the paper. It should include author’s contact phone and e-mail for feedback.

12. Decision on paper acceptance for publication is laid on the editorial board according to an expert review in the same or related to field of study. Final date of the paper acceptance for publication is time of getting manuscript with all necessary corrections and amendments in according to reviewer’s comments. If authors ignore these comments and refuse to make alterations in the paper, it will not be published.  Authors can give reasons for refusal of following reviewer’s recommendations in written form. Taking into considerations these aspects reviewer has a right to agree or disagree with authors. In case of disagreement the paper will not be published, authors will be notified by the official letter with grounds for refusal of publishing the manuscript.

13. Publication ethics provides fair and objective reviewing process free of business interests and market needs.

14. The editorial board has a right to reject papers submitted with deviations from the rules.

15. Not accepted papers and attached documents will not be returned.

16. The printed version of the article is accompanied by:

– License agreement for granting the right to use a scholarly work on a non-exclusive basis, Act of transfer and acceptance (download forms);
– Application Form for Author of a Publication (download form).
