Peer Review Process
The journal employs single-blind peer review model, and a review of the submitted article consists of two stages:
Stage 1: formal verification by the Editor;
Stage 2: content analysis by the external expert(s) or/and Editorial Council member(s).
The formal verification of the article assumes the compliance of the manuscript with the following criteria:
- originality of the article’s text (using Anti-plagiarism system),
- originality of the article’s results (the main results of the paper should be previously unpublished in scientific journals),
- compliance of the scope of articles with the recommendations established in the content requirements,
- absence of grammatical errors,
- compliance with the requirements for the design of articles.
If gross or massive violations of the author guidelines are detected, the article is rejected on a formal basis. In this case, the authors have the right to resubmit once the revised version of the article.
Next, to perform content analysis, the article is sent for review to external expert(s) or/and Editorial Council member(s). Each reviewer evaluates the article according to the following criteria:
- compliance with the scope of the journal,
- scientific significance,
- practical significance,
- reliability of the results,
- presentation quality.
Based on the recommendations of the reviewers, the Editorial Board assigns the article one of the following statuses:
- accept to publication,
- publication is possible after revision,
- reject.
The authors are sent the decision and reviewers comments.
If the article is accepted for publication, the authors have to prepare and submit the final version of the article (see Authors guidelines).
In case the "publication is possible after revision" status, the authors have to submit a revised version of the article (in PDF) with their response on the reviewer(s) remarks (in PDF, see a template of the authors' response in MS Word format). Then the article passes both stages of the review once again. The authors can refuse to follow the recommendations of the reviewer(s) motivating this in their response. If the reviewer disagrees with the authors' motivations, the Editorial Board can reject the article.
In case of the "reject" status, the Editorial Board will not consider any further versions of the article.
Open Access Policy
The articles in this journal are immediately accessible to everyone, based on the principle that free and open access to research results helps to increase general knowledge.

General Terms
- The editorial policy of the journal is based on the traditional ethical principles of Russian scientific periodicals and on the Key Practices for Editors, publishers and founders of scientific journals by the Committee on Publication Ethics (including Codes of Conduct and Best Practices for the editor, see the text in PDF format, and the publisher of the journal, see the text in PDF format).
- South Ural State University, as the founder and publisher of the journal, undertakes to control the process of publishing articles and recognizes its ethical and other obligations related to this process.
Ethical Standards for Authors
- The Author must submit to the Editorial Board an article that has not previously been published and is not under consideration in other journals and/or conference proceedings (in part or in full). If the article aims to expand on previously conducted research, the author should ensure transparency in the re-use of the material in order to avoid self-plagiarism. Artificially splitting atomic research into small parts to increase the number of published articles is unethical and unacceptable.
- The Author must submit to the Editorial Board an article containing the results of the original research. If the article uses excerpts (citations), ideas and results presented earlier in the scientific works of other authors, such use must be provided with a reference to the original source included in the reference list of the article in order to avoid plagiarism. The Editorial Board uses specialized software to check the text of the article for plagiarism and self-plagiarism (Antiplagiat, etc.). Plagiarism and self-plagiarism are unethical and unacceptable.
- The Author submitting the article to the journal must indicate all the co-authors of the article, ensure that these persons have seen and approved the final version of the article, and agree with its submission to the journal. Only persons who have made a significant contribution to the results of the research should be listed as co-authors of the article.
- The author must disclose all conflicts of interest that may affect the evaluation and interpretation of the article, as well as all sources of financial support for the research described in the article (grants, government contracts, etc.).
- The author must keep the original materials (data) of the research for a reasonable time after the publication of the article, and immediately provide them with public access at the request of the Editorial Board for reproduction and verification. The use of materials (data) fabricated and/or manipulated in order to confirm the Author’s conclusions of the article is unethical and unacceptable.
- The Author must, if she/he finds a significant error (inaccuracy) in a previously published article, immediately inform the Editorial Board and assist it in correcting the error. If the Editorial Board is informed about the error (inaccuracy) by third parties, the author must immediately correct the error or refute it with reasoned arguments.
Ethical Standards for Reviewers
- The Reviewer must contribute to an objective decision of the Editorial Board and help the author to improve the quality of the article. The Editorial Board makes a decision on the publication, rejection or revision of the article solely based on the peer- review results.
- The Reviewer must submit the review within the deadline specified by the Editorial Board. If for any reason it is not possible to prepare a review within specified period, the reviewer must notify the Editorial Board in advance.
- The Reviewer must respect confidentiality when reviewing the article. Discussion of the content of the article and its transfer to third parties is possible only with the written permission of the Editor-in-chief.
- The Reviewer must objectively assess the article. Personal criticism of the Author is unacceptable. All the Reviewer’s conclusions should be strictly reasoned and, if necessary, contain references to authoritative peer-reviewed sources.
- The Reviewer must indicate the works that influenced the results of the study, but were not cited by the Author (if any). The Reviewer must draw the attention of the Editorial Board to the significant similarity or coincidence of the reviewed article with another work published earlier, which is known to the Reviewer (if any).
- The Reviewer must not use the materials of an unpublished article in her/his own research without the written consent of the Author. The Reviewer must refuse to review the article in case of a conflict of interest due to a competitive, joint or other relationship with the Author or an organization related to the reviewed article.
Ethical Standards for Editorial Board
- The Editorial Board guarantees the decision to publish the submitted article based on the results of the peer-review, based on the journal's policy, and does not allow the publication of articles with signs of slander, insult, plagiarism or copyright infringement. The Editor-in-chief makes the final decision on the publication of the article or on the refusal to publish it.
- The Editorial Board guarantees an objective assessment of the submitted article regardless of the Author's race, gender, nationality, origin, citizenship, occupation, place of work and residence, as well as her/his political, philosophical, and religious and other views.
- The Editorial Board guarantees that the materials of the rejected article will not be used in the own research of the members of the Editorial Board and the Editorial Council without the written consent of the Author. The Editorial Board will not accept the article for consideration if the members of the Editorial Board and the Editorial Council have a competitive relationship with the author or an organization related to the research results, or other conflict of interest. The Editorial Board undertakes to require all participants in the publishing process to disclose a conflict of interest.
- The Editorial Board guarantees prompt consideration of the claim for unethical behavior of the Author (including previously published article) and appropriate reasonable steps in respect of such claims. In case of confirmation of the fact of unethical behavior, the Editorial Board reserves the right to refuse to publish the article, terminate further cooperation with the Author, publish a corresponding rebuttal, notify the Author's organization about this incident, as well as take other necessary steps to further prevent the unethical behavior of this Author.
