Abstract

The problem of shortage of highly qualified specialists in Russian innovative organizations is considered
in the article. The main causes of these problems are considered. The experience of Germany and the
United States, as well as of the Tomsk region, is analyzed. Based on the analysis, the key conditions for solving
the problem of shortage of highly qualified specialists of the considered category of organizations are determined.
