PROBLEMS OF PROTECTION OF THE RIGHTS OF CITIZENS FROM ILLEGAL DECISIONS OR ACTIONS (INACTION) OF ORGANIZATIONS ENDOWED WITH PUBLIC POWERS

Abstract

The article examines the problem of the legal status of organizations endowed with
public powers. In the current legislation there is no definition of this type of organizations, the features of their legal status are not indicated. The author notes that the concept of legal entities of public law developed in the domestic scientific doctrine does not fully reflect the diversity of organizations endowed with public powers. Based on the analysis of legislation, resolutions and rulings of
the Constitutional Court of the Russian Federation, a meaningful legal description of organizations
endowed with public powers is given. The most common features of these organizations are revealed. The conclusions contained in the article are important for the proper protection of the rights
of citizens from unlawful decisions and actions (inaction) of this type of organization.
