Проблемы оценки надежности и эффективности оперативно-диспетчерского управления в электроэнергетике России

Аннотация


В настоящее время проблемы оценки надежности и эффективности функционирования оперативно-диспетчерского управления Единой энергетической системой России остаются не освещенными и требуют привлечения внимания научного сообщества, субъектов электроэнергетики, а также регулирующих органов федеральной и региональной власти. В ходе выполнения работы исследовались структура, механизмы взаимодействия субъектов оперативно-диспетчерского управления и электроэнергетики, нормативные правовые акты, а также практика оперативно-диспетчерского управления Единой энергетической системой России и электроэнергетики иностранных государств. Рассмотрена существующая система оценки надежности и эффективности функционирования оперативно-диспетчерского управления Единой энергетической системой России. В работе использовались такие методы исследования, как анализ, синтез, обобщение, абстрагирование, сравнительный и логический. В работе указывается проблема невозможности однозначного восприятия всеми субъектами электроэнергетики в качестве обоснования технических решений, аргументации собственных действий и в иных деловых процессах, аргументации и обоснования позиции обеспечения надежности в силу отсутствия четко разработанной нормативной базы в области надежности (общепринятого аппарата и терминологической определенности). В работе обоснована необходимость осуществления контроля и оценки надежности и эффективности функционирования оперативно-диспетчерского управления в электроэнергетике. Рассмотрены проблемы осуществления контроля и оценки оперативно-диспетчерского управления в электроэнергетике. Практическим результатом работы является предложение в первом приближении организационной структуры контроля надежности и эффективности функционирования оперативно-диспетчерского управления в электроэнергетике.
