HIGH-TECH DEVELOPMENT OF AN ENTERPRISE: FORMATION OF AN INTEGRATION- BALANCING MANAGEMENT MECHANISM
Abstract
The article substantiates the relevance of the formation of a management mechanism for high-tech development of an enterprise in the context of the transformation of organizational and technological structures and the uncertainty of their impact. It is proposed to solve the problems of imperfection of management methods for high-tech development of an enterprise on the basis of the methodology of integration-balancing management. A hypothesis for improving the efficiency of the results of short-term jump-type processes of transition to a stable high-tech type of development based on the results of analog-digital modeling is formulated. It implies the possibility of regulating processes based on the economic interpretation of a certain set of management functions for such development. The hypothesis is proved using the mathematical tools of analytical approximation of generalized stepwise functions. It has been established that the assumptions on the sustainability of the effective implementation of management processes for the innovative development of an enterprise are achievable in the formed complex of objects of complementary fields of activity. Such results are achieved and maintained in the target values by methods of improving the quality of management and expanding the space for integrating methods and resources in the spheres of education, science and production. New organizational approaches to the formation of a development management center are proposed, additional functions of regulating the quality of management based on the integration of resources are formulated. Integration is provided by a new tool set, represented by an analog-digital model of an integration-balancing type of control mechanism, including information management systems and controlling the sustainability of effective development. The simulation results have proved practical recommendations for improving management at a small innovation enterprise in the context of interaction with the facilities of the complex. This helps to implement the project of its transfer to the high-tech type of development according to the factors of the V–VI organizational and technological structures of the economy.
